Handicapped are not valid if create saftety hazard (e.g. blind spot at merge point of traffic flow) and endanger pedestrians. Next to school and 2 malls
Once again there is no blind spot. The white line goes out about 15 feet from the intersection. Stick with the real issue. He is parked in a NO PARKING ZONE.

Disability (SPI) permits are permitted to park in "No Parking Anytime" zones.
