NYPD Keeping the Bike Lane Safe for Commercial Traffic

On December 7, I found this police car parked in the bike lane. There were two officers inside, one reading the newspaper, the other doing official-looking paperwork, while two commercial vehicles parked behind them in the bike lane. I parked my bike and went over to speak to one of them. I was extremely polite with him and asked whether it was OK for the trucks to be parked in the bike lane. He was extremly testy and sarcastic toward me. He asked: "You're telling me they [the commercial vehicles] are supposed to park in the street in case a bicyclist comes along? Are you trying to make a joke?" He added that he had specifically given permission to the van behind him to park in the bike lane.

It's true that he can park there if directed to do so by a police officer.

Doesn't make it safe for bikes. I wonder what the rule is?
