dragonman - I'm not sure what you're getting at. This site does not say that USPS employees do not receive parking permits. This driver's permit has a DoT seal on it, which looks legit. However, the license plate on the permit is not the same one on the car. Additionally, the permit does not allow them to park in a "No Parking Anytime" zone.
In your description Does the USPS provide vision insurance makes me believe the car has a postal placard. If it has a DOT then you should have stated that. Also the license plate does not have to match the placard. People have more than 1 car.
As indicated in the "Permit Type" field, this permit is a USPS permit. However, it also has a DoT insignia on it, as with the new rules promulgated by the City, only permits/placards issued by DoT or NYPD are valid.
The license plate # absolutely needs to match the placard. If it did not, then anybody could borrow anybody else's placard -- that's fraud.

According to this web site Postal Employees don't get permits. I guess they do.

If you say so LAW. I have 2 cars. Depending on which one I want to drive is the one the placard goes in.

Your placard must match your card; you can't go switch around. There is a reason the placard has your plate number on it.
