The license plate was from what appeared to be Florida, but I'm not sure. It was NOT from the Tri-state area, and the permit had expired in December! Judging by the snow on the windshield it had been parked there at least overnight!

Florida plate + NYC permit = someone trying to avoid NYS insurance costs. That's a violation of State Law. It's called insurance fraud.
