Mismatch of license number between car and placard. Not allowed to park where safety hazard is created. Just selfishness and narcissism at work here.
Next to school, 2 malls and between merging traffic.
Woman was struck down by auto here 12/24/2006 - blind spots by illegally parked cars contributed to the accident.

Stick to the issue. The lady got hit because she was JAYWALKING. If she crossed at the corner like you are supposed too she wouldn't have got hit.

As long as we are speculating: If the illegally parked cars had not been there, she would have seen the oncoming car and the driver would have seen her. She would not have stepped out and he would not have hit her. For you to deny that the illegally parked cars did not contribute to the accident, then you are either naive or worse - misstating the obvious to push an agenda of continued illegal activity.

hiyall again you do not know what you are talking about. Holders of this type of placard are permitted to substitute a different vehicle when theer primary vehicle is in the shop or disabled. All they have to do is ophone the plate and description of the vehicle into DOT and the temporary dates of use. If the temp is more then three weeks, then DOT will issue a new placard and take back the old one.

And the numbers do not match ... that is all I was talking about. The only relevant thing is whether or not it is illegally parked - the mismatch of plates is just color

I did not speculate on why the plates were a mismatch - I only stated the obvious that they did not match. Being that I am documenting illegally parked cars at a location where a woman was injured in part due to illegally parked cars, my interest is the photos that document that. Whether this is a legally issued placard for this specific car - well if it was issued a summons by the NYPD (executive branch), then the tryer of fact (judicial branch) can sort it out. If the summons is a noshow, then it will be in the NYPD system and further scrutiny is likely.
When NYPD is derelict in its duty - the whole system of checks and balances lurches toward anarchy.

If you actually take some time to read the NYC Traffic Rules you'll see that a person with a DOT issued handicapped permit can indeed park in a no parking area. Why would a police officer issue a summons to a legally parked vehicle?

If you read them, you would find the exception that they can park in a "No Parking" zone unless it causes a safety risk. This is also printed on the backside of the placard itself.
