This vehicle must be two-wheeled at heart!

This car, among others was parked in the bike lane. The permit says "City of New York." I'm not sure what office that might specify. I guessed "Mayor's office, since it's parked at City Hall. The permit license #K42349 - is NOT the same as the license plate # on the car. What does this mean?

maybe we should ride bikes down that st on the sidewalk and see what happens and get the whole thing on tape !!!
