The City WANTS the press to come to press conferences at City Hall so they allow them to park there for that occasion. I mean a PRESS conference wouldn't be very effective without the PRESS.

Doesn't seem that there was much press at this press conference, seeing as this is the only car in that entire stretch.
OR...could it be that the other members of the press found proper ways to park? Or took public transportation? Ya think?

This stretch of Park Row was re-designated as an NYP zone earlier this year.
