It's just blocking a fire hydrant - I am a cop after all and I should be allowed to endanger others so I can shop at the mall. I am so busy after all - please understand - my time and my convenience are much more precious than the safety of the folks that live in that building.
The 110th precinct agrees with this driver.

The car is not blocking the fore hydrant. He is just not 15 feet away. From the look of the picture he is 10 feet away.

He is closer than the wheel base of the mini compact car. Much closer than 10 feet.

According to the picture he is 2 sidewalk blocks from the fire hydrant. Each block is 5 feet.

I make it just about one block from bumper to hydrant - 5 feet per block you say? - then 5 feet it is, which also less than the wheel base of the car and in this photo - that check matches as well.

According to this picture he is 2 sidewalk blocks from the fire hydrant. The blocks start at the fire hydrant not the posts.
