Rules do not apply to the boss. As a state worker I hold a similar placard. I can not imagine any agency at this locataion worthy of a placard. For what its worth I was attending a training at Hanson place and took the train that day. Given the mentality of my agency I'd guess the owner of this vehicle is a leftover Pataki hack yet to be gotten to by Patterson. Pataki's people still run everything.

How is this vehicle a safety hazard? There's plenty of space for people to walk and he is not in the middle of the sidewalk

This is not good at all. Mounting a sidewalk is very dangerous.

this vehicle is not a safety hazard no matter how u look at it there's plenty of space for foot traffic to walk

I'm amazed that someone other than a conversation troll would attempt to argue that this is ok. Placards are given to employees, ostensibly by the leave of the taxpayers, so that government work can be streamlined in emergencies or for short periods of time; placards are not for lazy people who can't be bothered to park properly. This parking job be marked on this site as a safety hazard, but whatever the violation might actually be, certainly this is an abuse of authority. The reporter took the train and the driver could have as well, or a taxi if they had some bags to carry.
