I agree with Tiny, the bus has more than enough room to pull in and discharge its riders. No need to make the city worker pay a fine.
Not illegal- free pass and ignore.
Move on to next car and give the city worker a break.

A questionable spot for the motorist but then again he would be granted professional courtesy anyway.

MTA bus has plenty of space to park and let passangers off and on. Nothing wrong here.
