Federal workers have it tough enough. Why bother the postal worker who works hard to deliver the mail to all of us. In my book this is a free pass. I would move on to someone who could obviously afford the hit in the pocket.
In your eyes he is parked illegally. Until you walk in our shoes it is not irrelevant. They also didn't get a ticket. That is called professional courtesy.

No traffic, looks to be late at night. So parked veh in street is ok with me. Veh on sidewalk should be tagged and towed.
