expired restricted ESU placard in No Parking zone

in a No Parking Anytime except USPS vehicles. note the tickets on the placard-less cars.

Like I have stated before the almighty hammer of the Department of Traffic allows me to strike only those who I believe deserve it. Some shall fall and some shall be granted mercy. Guess which ones will get the professional courtesy. I will tell you this, it wont be the ones who do not work for the city in any capacity. It sure feels good to belong to something.

There is no law against professional courtesy. So how is it corrupt?
