using NYPD Parking permit to illegally park at meter

The owner of this vehicle has been parking around the sixth precinct for more than a year without a front license plate and very darkly tinted windows (both NY violations.) I have sent three letters to the captain of the precinct with no action taken. It is currently parked on the east side of Hudson street between Charles and Perry at metered parking. Who is this guy that he can operate his vehicle without a license plate for more than a year without any consequence?????
Can not make out the permit number because the window is tinted very dark.

Their placards are legal at meters. Is the car from NY? You don't say what state he/she is from.

Yes, Dragonman is correct when he says NYPD placards are good at expired meters. There is a standing order at the TEA/DOT not to summons any NYPD placarded car at expired meters and professional courtesy is most definately to be extended. As for the missing front plate the same applies. We just do not summons fellow law enforcement agents. The dark tints are another matter altogether. This little violation is only enforceable by the police officers of NYC and one can conclude that they will not summons their own.

Once more for those who just quite don't understand:
They will not summons their own and I don't pretty much blame them especially when we do not summons our own as well. It is called professional courtesy. I would rather reserve the summons for a wealthy civilian who could afford it or for someone who just pisses me off.
