Our Town East Side: Placard Abuse Allegations -- Critics say police decline to target municipal employees' illegal parking

Can't find a parking spot on the Upper East Side? It might not just be typical city traffic. According to some frustrated residents and transportation advocates, police have been using parking placards, and allowing city employees with placards, to park illegally on city streets.

The city issues parking permits to municipal employees who need to park during the course of their work. While placards allow employees to park in some "no parking" zones and waive meter fees, they do not permit holders to park in front of a fire hydrant, in a "no standing anytime zone" or with a tire up on the curb of the sidewalk. Yet critics say police seem to be turning a blind eye to co-workers and other city employees who park illegally, especially in the "no standing anytime zones" on East 66th Street between Second and Third avenues.

"'No standing anytime' is the strictest parking regulation in the city," said Wiley Norvell, communications director for the group Transportation Alternatives. "Those signs are there for a reason. It would actually be a safety hazard to park there. No permit in the world would let you park there."

why don't you give it a rest already. No summons would ever be issued to a fellow law enforcement agent/police officer. Judging by the street(e 66st bet. 2nd and 3rd aves) this is well withing the self enforcement area of the 19th precinct. Just like at our parking facility, parking regulations are null and void withing one of these areas. Traffic agents are not allowed to enforce the traffic regulations in their self enforcement areas and they are not allowed to enforce them in ours. We respect each other's piece of heaven. That being said, who will write the summons? NO ONE. And thus the circle of life is complete. God bless the parking permit i have been issued.

What you deem protest I call bragging. If you got it, flaunt it and trust me I flaunt it. Now who is green with envy here? Who is posting that it is not fair? Might that be you,, Mr. Tracy? The only one to come here and protest is you and it boggles that mind that you even attempt to project your social inadequacies unto me. Now I have seen everything.

The gig is up Dick? Wishful thinking. Nothing has really changed since this web site went up. So what Bloomy took some placards away. They still park where they want to and don't get tickets. I'll let you figure that one out if you can. So nothing has really changed. The only good thing about this web site is that it gives me something to laugh about.

YOur lack of knowledge on the subject is remarkable but that has never stopped you from babbling on. T.A. had a lot to do with the placard reduction and east 66th street is a work in progress.

MAYOR BLOOMBERG ANNOUNCES PLAN TO LIMIT CITY PARKING PLACARDS

Mayor Michael R. Bloomberg today announced that the City of New York, as part its efforts to reduce traffic congestion, decrease the City's carbon footprint, encourage the use of public transportation, and reduce the demand for curbside parking in connection with City business, is implementing a comprehensive program to reduce the number and misuse of government parking placards. First, every City agency will reduce its number of parking placards by at least 20 percent. Second, the issuance of parking placards will be centralized and only the Police Department (NYPD) and the Department of Transportation (DOT ) will have the authority to issue them. Third, the NYPD will create a new enforcement unit to ensure compliance and agencies will develop enforcement procedures to prevent the abuse of placards. A multi-agency working group will implement and coordinate the various measures being taken and take additional actions, including a review of existing agency parking-space allocations and on-street parking regulations.

A work in progress? Are you kidding me? This thing has supposedly been in the works for many decades. TEA agents just received parking placards a few years ago and from my understanding self enforcement areas are untouchable and deeply embedded into our and Police contracts. Mr. Tracy, I kid you not when I say that this will never be resolved in your life time. Keep wishing on a star and maybe just maybe things will change. I doubt it.
For the record. the T.A did nothing to reduce TEA placards. Who are you kidding? If anything, there are more TEA agents especially with the recent hires just added to our numbers. While the FD and NYPD numbers decline the TEA agents keep growing in numbers and the issuance of placards to the new members are increasing as well. God bless Bloomberg and especially GOD BLESS MY PLACARD.
WAKE UP ALREADY AND SMELL THE COFFEE.

Mr. Tracy is a purveyor of old and irrelevant news. Most of his proof and arguments are based on information over 2 yrs old. He needs to stop living in the past and join us all in the present. I will admit his arguments regarding placard abuse do make for a good laugh. When will it finally factor into his medulla oblongota that DISCRETION is a tool used by everyone in law enforcement and that it is perfectly legal? When will it also factor in for Mr. Tracy that we generally do not enforce traffic regulations against our own? IT JUST WONT HAPPEN!

I'd advise not feeding the trolls on this site. They mean nothing, and are not worth engaging. Do what you like, of course, but in my opinion it's better to spend one's energy on more productive matters (like posting violations and such).

As long as the TEA encourages the use of courtesy and discretion, I will always turn a blind eye to anyone one who has a NYC issued parking permit. We wash their hands and they wash ours. It is the great urban circle of life.

I agree with fuss, that this is professional courtesy. Even if it is not an NYPD officer, if it is someone from Long Island, NJ , Westchester. Cops deserve a free pass, they don't get paid that great. People like Dick Tracy are totally jealous, and I as a broadcasting/journalism student know that as a courtesy I will get an NYP pass when hired full time.

This a classic case of parking permit envy in which the have nots complain about those who do have. I just would like to say "let them eat cake".
