The signs are a little confusing, but it's ultimately pretty basic: this is a no standing area. (There are designated court spaces in the other direction.)
I see six, count'em, six, signs on that pole. Which ones do we follow? I guess we'll go with the one that says NYSJ. This must be a judges' car because a law enforcement officer can only afford cars made in the late 80's to early 90's. We try to buy cars that have been confiscated in drug busts, etc., because thats the only way we can afford to buy a car that is under 10 years old. We're too busy paying taxes, medical bills, mortgage loans, pension loans, tuition loans, home equity loans, credit card loans, and/or alimony (thanks too bringing home the stress caused by you!)...but yet it is our pleasure to assist you, in your time of need.

The NYSJ designation is in the other direction. It's a rider on the no standing 7 a.m. to 7 p.m. except authorized vehicile sign. Look carefully.
Figuring out traffic signs is a necessary skill for NYC drivers -- unless they can abuse their permits and never have to worry about it.
