How could you tell? Do you have a light meter, law? But yes, parked too close to hydrant.

This is the SELF ENFORCEMENT AREA OF THE POLICE ACADEMY. Nothing to see here which explains the lack of a summons. They will not summons their own and we sure as hell will not summons them unless we at the TEA want our courtesy priveledges revoked. BTW, tints are not a parking issue so please save that complaint for a different forum.
