Sanitation in the bike lane at the bank?

Parking in the Grand St. bike lane to go to the bank is OK if you have a Sanitation permit, right? The Traffic Enforcement Agents wouldn't issue a ticket to this car because of the permit! (Yes, I asked them to.)

Looks like someone is in the car and just driving in the bike lane.
perhaps you were on your bike hence the shaky photography.

From the second and third photos (not publicly displayed) it's obvious the car isn't moving (nice clear photo of permit & plate).

#1: I agree, it might appear that way, but the car was parked for over 5 minutes (it was getting dark, thus the blur). It also looks like brake lights, but they were hazard flashers.
I was taking pictures of the then-new bike lane for the community board and came across a few illegal parkers.

there is some sitting in the car.. so its not parking, so a ticket can't be issued... stop filling this web site with junk!!!

The other pictures make it clear there's nobody in the car.
