Placard Abusers Consider Corner Crosswalk a Reserved Parking Area
158th St and Walton Ave, Bronx. Observed by vnm on Wed, Sep 21 2011
You'll see a beige minivan and a white Prius in the photo. Both are misusing placards and using "official vehicles" as take-home cars. Worst of all, both are parking in a crosswalk without fear of being ticketed or towed.
The Prius is from the NYC Dept. of Small Business Services. At least it's a Prius, and at least the placard matches the plate. The minivan, as I just noted in the earlier post, is from CUNY's John Jay College of Criminal Justice, which ironically enough is supposed to educate people in the field of law enforcement.
I've been posting about this corner for nearly two years now.

John Jay College Plate Abuse & Placard Abuse Continues
158th St and Walton Ave, Bronx. Observed by vnm on Wed, Sep 21 2011
The beige minivan represents a jackpot of chronic placard and official car abuse. Let's tick through the problems.
1) Parking in a crosswalk AND striped no-parking zone (for 12 hours a night).
2) Abuse of an "Official" Vehicle (as plated) for personal purposes - parking at home after business hours.
3) Abuse of placard to be used by someone engaged in "agency business."
4) Misuse of incorrect placard -- placard is for a different vehicle. The motorist decided to switch to the minivan this evening, but based on the given plate info is still using the placard for a black Impala shown in earlier posting (see links below).
Will NYPD ever enforce even the most obvious of these chronic violations? At a minimum, a car left overnight in a crosswalk should be towed, whether it has a placard or not.
I've been reporting on this for years now.

Chronic serial scofflaw
6720 ridge blvd, brooklyn ny, Brooklyn. Observed by WormsAreFunny on Sun, May 08 2011
At least two dozen complaints have been filed against this jerk by people in the neighbor, both with 311 and the 68th Pct. He's also been reported here once before.
This is a No Standing Anytime zone for a good reason: it's a dangerous intersection with a blind curve a block away. When some arrogant idiot parks here you have to pull your car halfway out into the intersection to see cross traffic, which results in several accidents every year.
He's been parked in this space for almost 24 hours and it's almost certain that he'll leave his car parked there for tomorrow's alternate side cleaning because he usually does.
I noticed that this neighborhood is over-represented by illegal parking by permit vehicles.
[Moderator's Note: this car is displaying a UFOA (union) parking permit, which is not valid for use on NYC streets]
NYPD Transit Bureau Dist. 32 serial placard abuser

Cretans of the 19th Precinct Continue Placard Parking Abuse
East 66th Street Between 2nd and 3rd Avenue, Manhattan. Observed by Dick Tracy on Sat, Oct 09 2010
Continued parking placard abuse by those charged with enforcing the law.
These self-centered hypocrites prove that parking rules are simply a revenue source for a mayor with no new ideas.
The city council seems good with providing a third term for a Lord Farquard Mayor and a two button toilet but can't seem to manage to get the police to obey the law.

Illegal Police and FD Placard Parking
East 66th street at Third Avenue, Manhattan. Observed by Dick Tracy on Fri, Jul 24 2009
Continued defiance by the NYPD and FD clearly in violation of placard parking regulations despite a request by community board 8m to cease and desist.
This kind of crap is exactly what this site is highlighting and could not be more clear than this example. The situation has been brought to the attention of Council member Daniel Garodnick over three years ago and many times to community board 8m. The DOT has looked at the situation and declared the NO STANDING ANYTIME SIGNS to be appropriate. The DOT parking placard guidelines clearly state that placard parking is not permitted in NO STANDING ANYTIME zones.

Illegal Police and FD Placard Parking
Third Ave and east 66, Manhattan. Observed by Dick Tracy on Fri, May 29 2009
Placard parking is not permitted in NO STANDING ANYTIME zones. This blatant abuse has been going on for years and was reported to the local City Council Member Garodnick, the local Community Board #8, the local Precinct Commander of the 19th and to the Commander of Manhattan North as well as Margaret Forgione of the DOT.
The community board resolved weeks ago to write to the NYPD yet the situation remains. Both the commander of Manhattan North and the 19th are aware of the issue and are defiant in their uncivil behavior.
That large truck bore an FDNY placard and had out of state plates.

Private Garage Too Expensive for Slope 'n Surf Audi Owner
West 83rd St. at Amsterdam, Manhattan. Observed by BicyclesOnly on Mon, Jan 07 2008
This USPS employee apparently has no problem affording an Audi, a house in the Hamptons, and ski trips (judging from the ski box on the roof). But when it comes to parking, the owner shuns the for-pay garage across from the post office and parks illegally in a "No Standing Anytme" zone.

Everyday there are about a dozen private cars double parked at this entry way to Central Park, with permits issued to the Transit Bureau District.
No Stopping Anytime?
35 Nevins St., Brooklyn. Observed by Salguod on Tue, Apr 03 2007
This spot next to my favorite illegal sidewalk shed may be marked "no stopping" because DOT is afraid the shed (and building?) will fall on the street at any moment. :-)
(We've been here before, most recently with this guy from the U.S. Parks Police: http://nyc.uncivilservants.org/post/index/1002)
Whatever DOT's reason, it's completely undermined by the routine use of this spot by assorted placarded and official vehicles.
US Parks Police in No Stopping Anytime
35 Nevins St., Brooklyn. Observed by Salguod on Fri, Mar 30 2007
So, while it may be possible to imagine what official business the US Parks Police would have in this gritty section of downtown Brooklyn, it seems like a stretch. Even then, no permit allows parking in No Stopping.
NYPD Has Written Multiple Plate Numbers on Expired Permit
140 West 83rd Street, Manhattan. Observed by BicyclesOnly on Thu, Mar 22 2007
How many ways has this guy got it wrong? His restricted permit indicates he's from the 30th pct. on 155th Street, so what's he doing here on 83rd? He's in a no standing anytime zone, which the permit would not let him park in even on West 155th Street. The permit's expired, and he's written in two different plate numbers (all but first letter obscured).
Triple Parking In Columbus Circle
Columbus Circle, Manhattan. Observed by BicyclesOnly on Wed, Mar 07 2007
I didn't have the time go wipe the snow off each of these cars' windshields to photo the placard numbers, but based on the consistent illegal parking and double parking I see here (http://nyc.uncivilservants.org/post/index/493), I suspect these are all NYPD Transit Bureau restricted placard holders. The black Mercedes without snow on it or a front plate was not moving--it was triple parked. There was another, identical black mercedes right behind it (roof barely visible)--also triple parked. This portion of Columbus Circle, built to accomodate 5 lanes of traffic, was reduced to 2, and both lanes feeding from the Circle into Central Park West were blocked.
Just Another Day on Columbus Circle
Columbus Circle, Manhattan. Observed by BicyclesOnly on Fri, Feb 23 2007
Here is a shot of 7 or 8 cars, some parked in the "No Stopping Anytime" curbside zone, other double parked adjacent to them. This causes congestion for everyone trying to get through Columbus Circle, and endangers bicyclists proceeding north from the 8th Avenue to the Central Park West bike lane, by limiting them to one shared lane with motor vehicles. The plate and permit info reflect the car in the foreground.
