Dirty subways in the Dirty Five-Two
grand concourse and bedford park boulevard, Bronx. Observed by norwoodcitizen on Mon, Jun 28 2010
So, let me get this straight...
This placard does not have the identifying information filled out, but the officers of the Five-Two didn't notice the placard was blank? Maybe they didn't notice that there was a vehicle parked right, directly below the NO PARKING ANYTIME sign. Right on the awkward island in the middle of traffic?
I know! Maybe nobody drove down the Grand Concourse all day?
Yeah... there really is no explanation, and no excuse!
Deliberate Law Breaking by the Dirty Five-Two
3400 reservoir oval east, Bronx. Observed by norwoodcitizen on Sun, Jun 27 2010
There is no way they don't see this regular parked illegally.
There is not way they haven't noticed yet the placard doesn't match the license plate.
It's been reported to them, just in case they were so oblivious they couldn't see it for themselves.
There is no plausible excuse left for this vehicle to continue parking illegally, where a self-enforcement placard would not apply, with a placard that is not even issued to this vehicle.
No excuse, that is, except for a deliberate and voluntary violation of the law by the Precinct itself.
The Dirty Five-Two shows more grime every day!
Sorry parkgoers, NYPD is too lazy to read the placard

Things have gotten a little better (there has actually been some enforcement!)
Still - there are some who haven't gotten the message. Probably because they're not getting the tickets.
This one doesn't even have the right placard in the vehicle! Of course, none of the cops driving by bothered to look...
You can't go to the park cuz I got my buddy's placard!

This one has the wrong placard while parked in a NO STANDING zone. And the marked squad car drove right by without doing a darn thing!
If they won't do their job, start firing them. Maybe then they'll start taking their responsibilities seriously!!!
New York City Parking Permit for People with Disabilities (PPPD) has a new look!
Grand St. and Mulberry St., Manhattan. Observed by hungtat on Tue, Feb 02 2010
Last time I saw this was well over a year ago. Just last night I saw it again parked on the same block. So this morning I called New York City Department of Transportation, and two different representatives confirmed that there are only two valid parking permits issued by and to be used in New York City: the white rectangular shape placard with the big blue disability logo in the middle which you display on your dashboard for both on and off street parking, and the blue tag that hangs behind your rear mirror for off street parking. Anything other than these two are not issued by New York City. If you look closely at this picture, it seems like another copy was right behind the first one before it was laminated. So what is this and who issued it? I would really like to know.
Park East Placard Abuse Continues.
68th street between Lexington and 3rd Ave, Manhattan. Observed by Dick Tracy on Mon, Feb 01 2010
The placard abuse continues at Park East Synagogue by the same individual with the same Cadillac with the obvious blessing of Inspector Murtagh and his gang of 19th precinct placard abusers. http://nyc.uncivilservants.org/post/index/11544
Here we see the Cadillac parked in the NO PARKING 7AM - 7 PM zone on the North side of East 68th Street between Lexington and 3rd Avenues using a bogus placard un-ticketed and untowed.
What does it take to finally deal with this individual?
As it stands in this area the only thing restrictive parking signs do is prevent local area residents from having some much needed curbside parking in their neighborhood while at the same time reserving spots for scofflaws.
The Park east abuse went so far as to embarrass Mayor Bloomberg in a story in the NY Post yet it continues in different forms to this day. Seems to me no surprise this kind of crap goes on around here as we have a police precinct commanded by someone who encourages his own people to violate placard parking rules themselves.
What community good is this serving and what quality of life benefit do residents get from this kind of illegal nonsense right next store to a police precinct I ask?
All such abused restricted parking areas which end up full of scofflaw vehicles due to lack of enforcement should be returned to the community as normal street parking and make an end to it. In every area that was done the problem was solved.

FAKE PARKING PERMIT
clinton street between stanton and rivington, Manhattan. Observed by REALFED on Mon, Aug 17 2009
I'm a REAL FEDERAL LAW ENFORCEMENT OFFICER and have recently noticed this phony parked in front of my apartment building on a regular basis. Ironically, I received a $95 parking ticket last week when I stupidly parked in the loading/unloading zone for 15 minutes with my civilian rental car, but this dope parks here all the time! Hey NYPD! WAKE UP!
Get your genuine placard for just $350 a year legally!
Grand St and Mulberry St, Manhattan. Observed by hungtat on Sun, Aug 09 2009
This vechicle parked on a street restricted to commerical traffic on Saturday caught my attention with placard, photo ID and badge prominently displayed on the dash board. They were issued by New York State Troopers PBA Police Surgeons Group. Not to my surprise, this was the only vechicle that did not receive any parking ticket while all others did who parked on the same block without any permit. I researched online and found that by being a medical doctor of any specialty and paying the annual due of $350, you will receive a placard, a photo ID and a badge customized for you and your vehicle. That's a drop in the bucket if you make six figures annually, right? By the way, the NYSTPBA does not check if your license plate is legit so you can use it on any vehicle. What a sweet deal.
According to the agreement that all eligible members must abide by, it states that "The ID card and placard will not be used to violate or abuse any municipal, vehicle & traffic laws, or penal laws." (quoted from http://www.pbadoctors.com/uploads/Surgeon_Application.pdf) I am not saying this medical doctor has broken any law since no one knows if he/she was dealing with real medical emergency, but I do want to share this with everyone here and let you decide for yourself.
If you or someone you know is a medical doctor and you despearately need a placard to park your car in the city, give this a try.

or that FOX 5 somehow gets press placards for everyone from the Janitor to office staff and park all day. http://nyc.uncivilservants.org/post/index/8816 but this Park East situation already caused mayor Bloomberg to blow his stack and embarrassed the cb and the other elected officials and can only exist by the corrupt attitude of Inspector Murtagh who really does need to be removed from his position as commander of the 19th precinct. http://nyc.uncivilservants.org/post/index/3888

The address that is always park at is on Dewey and Quincy about 50-75 feet from 2829 Dewey Ave. I know that this permit is fake, is definetely a photo copy, It folds the fake permit, so you dont get to see the other nypd logo. the sealed that nypd puts is usually on the right side the one the is clear, and then the other part is just a shield with the NYPD logo.
Expired NYPD permit? No problem. Just park and traffic agent got you covered.
180 Grand St. New York, NY, Manhattan. Observed by hungtat on Sat, May 02 2009
This Toyota Camry was parked on a Saturday during the time period restricted for commerical trucks. It had an expired NYPD parking permit with licence number partially covered by a NYPD PBA card, and the number did not match the license plate. I asked a traffic agent who skipped right through it why he did not ticket this car. He said in his own words "I have instruction" and that "the guy might be too busy to get the updated one." So now you know not to bother reporting to the city if you ever seen a car with the expired permit. Traffic agent does not care anyway and we as taxpayers will just have to pick up the tabs.

USPS employee using BOE placard daily
Park Pl. and W. Boradway, Manhattan. Observed by PlacardWatcher on Thu, Mar 13 2008
Updated below...
Every weekday morning, a uniformed USPS driver swaps his personal car for a postal delivery truck, puts up the BOE placard on the dashboard of his now-parked car, and drives off in his postal delivery truck presumably on his daily route. There are no BOE offices anywhere near the post office where he works (which is catty corner from where he parks his car every day). He recently yelled at a motorcyclist to move because the motorcyclist was in "his spot."
!UPDATE!
I emailed the BOE last Thursday to report this apparent BOE placard violation and a nice woman started an investigation. I am happy to report that we just spoke, and the parking placard was in fact "valid" but the BOE revoked it due to abuse (it was obviously being misused). The car now has a fake-looking USPS "official business" placard up, as do several other cars pakred nearby. I am going to pursue this with the local USPS station and see what comes. But heck, one small victory!

It seems even the PBA now has its own specialized team of surgeons. Although I saw over 50 cars with legit federal, state and city permits in this neighborhood, this one takes the cake. I admire how the permit number is 70958. Does this mean the State Trooper PBA has issued over 70000 permits statewide, or this is simply the 958th surgeon from the 70th precinct, or (more likely) just a random number that makes this great color laser printer job look super-duper. Fact is, this town has gorged itself like a Christmas turkey on quasi-official medical permits, and the car hasn't even got MD plates. Where's the hospital in the tony Meatpacking District anyhow?

Double-parking and sidewalk parking are common along the block of West 20th Street at West Street where the State maintains a prison for female inmates. While IAC employees in the new glass Gehry building (rear left) are content to take the M14 and M23 buses to work, prison guards for years have flagrantly abused parking regulations in order to drive to work and get free parking. After all, it sure is convenient to drive here. But parking your car several feet into the intersection deserves special attention. And doesn't that permit look fake? Also do note the co-worker's car parked on the sidewalk.

Parking Spaces Still Not Available in Brooklyn
East 86th Street and 1st avenue, Manhattan. Observed by ilrms on Fri, May 18 2007
I observed this vehicle parked on 86th Street between 1st and 2nd Avenues in Manhattan on three separate occasions (in front of 305-315 East 86th Street ). This is a muni meter block. The first time I observed this vehicle parked without a muni meter receipt on its dashboard, I advised a police officer who was ticketing another vehicle at that location. He identified himself as Officer Reyes of the 19th Precinct. He said it was in his discretion to ticket vehicles and he refused to ticket that vehicle and left on his bicycle with two other officers on bicycles. The second time I observed this vehicle parked without a muni meter receipt occurred tonight at the same location. I advised a NYPD Traffic Officer who was checking muni meter receipts at that location. Officer Feroz, badge number 2212, informed me that "We do not ticket cars with police signs" on their dashboard. I pointed out to him, in the presence of a witness, that the police permit on the dash was from the 75th Precinct located in Brooklyn, that the license plate of the vehicle did not match the permit number, that there is no police precinct located on the block, and that I observed the vehicle illegally parked previously. Officer Feroz walked away. Today, this vehicle was once again parked in front of 305-315 East 86th Street without a muni meter receipt during a time when muni meter receipts are required.

The sign posted was for Street Cleaning starting at 11:30AM for Monday, Wednesday and Friday. I confronted the ticket officer about this car, her name T.E. Walker (will get her badge number when I come back and edit this posting), and she told me "Don't you see the PBA cards?) At which point I answered her back that the car was parked illegally even so and that there was no official fire business taking place and mentioned that I would post these photos on this site. She then told me that the car would be ticketed later and she sped off. The car was never ticketed and she never even bothered to research whether this was a legal permit.

IMPORTANT MEMBER ADVISORY
DATE: June 14, 2006
TO: NPDF Members|
FROM: Joseph Occhipinti, Executive Director
National Police Defense Foundation
SUBJECT: Suspension of NPDF Vehicle ID Placard Program
The Mayor of the City of New York has reportedly issued a directive to the New York City Police Department (NYPD) to arrest any person possessing any fraternal association member vehicle identification placard.
There have been isolated incidents wherein arrests were reportedly made for the mere possession of fraternal association member placards by the NYPD Internal Affairs Bureau and the bearer being charged with criminal possession of a forged instrument. According to NPDF legal experts there is no legal basis for such a charge and NPDF attorneys will be taking aggressive action to secure a “cease & desist” order from the courts.
The National Police Defense Foundation, a congressionally recognized and IRS approved 501 (c) (3) non-profit organization, implemented the NPDF Member Vehicle ID Placard Program in 1996. Our Chief Legal Counsel did his due diligence and determined that possession of said member placard does not violate any federal, state and city law.
In addition, the New York State Attorney General in its audit of the NPDF Accessories Brochure found no violation of law prohibiting us from issuing Member Vehicle ID Placards.
It is our official position that the NPDF Member Vehicle Placard does not imitate any official NYPD or other police agency placard since it does not contain any official government seal, nor does its design, color and expiration date appear to be a facsimile of any official police placard.
It should be noted that the National Police Defense Foundation is duly registered as a police organization with the New York City Police Department, Internal Affairs Bureau and the New York State Attorney General. As of this date, the NPDF has not received any official communication alerting us of the Mayors reported directive or suspected violation of law.
The NPDF Executive Board has decided to temporarily suspend the Member Vehicle ID Placard Program and await the decision of the court.
You are hereby directed to immediately remove the NPDF Member Vehicle ID Placard from its assigned vehicles when parking or traveling in any of the five boroughs of the City of New York .
Any member wishing to surrender the member vehicle placard will receive a $25 credit toward next years membership dues or application fee to order NPDF “Safe Cop” organizational license plates being offered by the New York and New Jersey Department of Motor Vehicles.
