This car was parked by a woman with shopping bags, left in front of NO STANDING sign. Few days later I found the car parked on the same street just a few spots away from the original picture, also in front of the No STANDING ZONE.

This corner spot is illegal because it crosses the building line to the corner. People always get a ticket for this violation. Today is Monday 5-12-08 and this car has been parked here since at least Friday 5-9-08. It is a student car with school sticker on back windshield and student parking sticker on front windshield. Must be a cop's kid using the placard for their own use.

Nothing stops the City of New York from it's daily operations--not even a holiday like Easter Sunday. This official vehicle was seen driving around Ridge Blvd and Third Avenue in Brooklyn on a Sunday until it found parking in a residential neighborhood where it remained the rest of the day.

USPS employee using BOE placard daily

Every weekday morning, a uniformed USPS driver swaps his personal car for a postal delivery truck, puts up the BOE placard on the dashboard of his now-parked car, and drives off in his postal delivery truck presumably on his daily route. There are no BOE offices anywhere near the post office where he works (which is catty corner from where he parks his car every day). He recently yelled at a motorcyclist to move because the motorcyclist was in "his spot."

I emailed the BOE last Thursday to report this apparent BOE placard violation and a nice woman started an investigation. I am happy to report that we just spoke, and the parking placard was in fact "valid" but the BOE revoked it due to abuse (it was obviously being misused). The car now has a fake-looking USPS "official business" placard up, as do several other cars pakred nearby. I am going to pursue this with the local USPS station and see what comes. But heck, one small victory!

As I walked down this street I saw the bus let the kids off in the middle of street. When I got to the front door of the school, I found the numerous vehicles parked right at the front door of the school parked in the "No Parking School Days 7-4 pm" sporting DoE and NYPD placards. Among them was the car with an NYPD placard the photo and info for which is in the non-public portions of this post. This officer was not parked in an SEZ.
Admin, "No Parking 7-4 School Days" should be added to the drop-down menu of signs.

This USPS employee apparently has no problem affording an Audi, a house in the Hamptons, and ski trips (judging from the ski box on the roof). But when it comes to parking, the owner shuns the for-pay garage across from the post office and parks illegally in a "No Standing Anytme" zone.

It seems even the PBA now has its own specialized team of surgeons. Although I saw over 50 cars with legit federal, state and city permits in this neighborhood, this one takes the cake. I admire how the permit number is 70958. Does this mean the State Trooper PBA has issued over 70000 permits statewide, or this is simply the 958th surgeon from the 70th precinct, or (more likely) just a random number that makes this great color laser printer job look super-duper. Fact is, this town has gorged itself like a Christmas turkey on quasi-official medical permits, and the car hasn't even got MD plates. Where's the hospital in the tony Meatpacking District anyhow?

Double-parking and sidewalk parking are common along the block of West 20th Street at West Street where the State maintains a prison for female inmates. While IAC employees in the new glass Gehry building (rear left) are content to take the M14 and M23 buses to work, prison guards for years have flagrantly abused parking regulations in order to drive to work and get free parking. After all, it sure is convenient to drive here. But parking your car several feet into the intersection deserves special attention. And doesn't that permit look fake? Also do note the co-worker's car parked on the sidewalk.

Now that that Parks department has told holders of "East Drive" placards to move on, there are actually some open spaces on East Drive. But not for long. Nature (and uncivil servants) abhor a vaccuum, so this guy has moved in with his Uniformed Firefighter's placard that does not entitle him to park here.

Recently Parks & Recreation Department told all holders of "East Drive" P&RD placards that their placards were invalid as of August 15, 2007, and that they would need to reapply for a new permit based on need. Apparently some, like this guy, did not get the message, probably because they are not using a valid permit in the first place. Permit expired in 2006 and is good for a Chrysler, not this Mercedes (didn't know operating a carousel could pay so well!).

Car alarm nuisance from 5:00 a.m. to time of this complaint. Call to precinct and then call to 311 (that transferred me to 911) was not effective in correcting nuisance, alarm persists.
Secondary issue, and perhaps first from your perspective is what appears to be a fake or unathorized permit.
Parking Spaces Still Not Available in Brooklyn

I observed this vehicle parked on 86th Street between 1st and 2nd Avenues in Manhattan on three separate occasions (in front of 305-315 East 86th Street ). This is a muni meter block. The first time I observed this vehicle parked without a muni meter receipt on its dashboard, I advised a police officer who was ticketing another vehicle at that location. He identified himself as Officer Reyes of the 19th Precinct. He said it was in his discretion to ticket vehicles and he refused to ticket that vehicle and left on his bicycle with two other officers on bicycles. The second time I observed this vehicle parked without a muni meter receipt occurred tonight at the same location. I advised a NYPD Traffic Officer who was checking muni meter receipts at that location. Officer Feroz, badge number 2212, informed me that "We do not ticket cars with police signs" on their dashboard. I pointed out to him, in the presence of a witness, that the police permit on the dash was from the 75th Precinct located in Brooklyn, that the license plate of the vehicle did not match the permit number, that there is no police precinct located on the block, and that I observed the vehicle illegally parked previously. Officer Feroz walked away. Today, this vehicle was once again parked in front of 305-315 East 86th Street without a muni meter receipt during a time when muni meter receipts are required.

These pictures were taken in the Bronx. As I was going to move my car parked on University Avenue between W183rd Street and W Fordham Road the ticket officer just skipped this car and went straight to mine. The sign posted was for Street Cleaning starting at 11:30AM for Monday, Wednesday and Friday. I confronted the ticket officer about this car, her name T.E. Walker (will get her badge number when I come back and edit this posting), and she told me "Don't you see the PBA cards?) At which point I answered her back that the car was parked illegally even so and that there was no official fire business taking place and mentioned that I would post these photos on this site. She then told me that the car would be ticketed later and she sped off. The car was never ticketed and she never even bothered to research whether this was a legal permit.

SUBJECT: Suspension of NPDF Vehicle ID Placard Program
The Mayor of the City of New York has reportedly issued a directive to the New York City Police Department (NYPD) to arrest any person possessing any fraternal association member vehicle identification placard.
There have been isolated incidents wherein arrests were reportedly made for the mere possession of fraternal association member placards by the NYPD Internal Affairs Bureau and the bearer being charged with criminal possession of a forged instrument. According to NPDF legal experts there is no legal basis for such a charge and NPDF attorneys will be taking aggressive action to secure a “cease & desist” order from the courts.
The National Police Defense Foundation, a congressionally recognized and IRS approved 501 (c) (3) non-profit organization, implemented the NPDF Member Vehicle ID Placard Program in 1996. Our Chief Legal Counsel did his due diligence and determined that possession of said member placard does not violate any federal, state and city law.
In addition, the New York State Attorney General in its audit of the NPDF Accessories Brochure found no violation of law prohibiting us from issuing Member Vehicle ID Placards.
It is our official position that the NPDF Member Vehicle Placard does not imitate any official NYPD or other police agency placard since it does not contain any official government seal, nor does its design, color and expiration date appear to be a facsimile of any official police placard.
It should be noted that the National Police Defense Foundation is duly registered as a police organization with the New York City Police Department, Internal Affairs Bureau and the New York State Attorney General. As of this date, the NPDF has not received any official communication alerting us of the Mayors reported directive or suspected violation of law.
The NPDF Executive Board has decided to temporarily suspend the Member Vehicle ID Placard Program and await the decision of the court.
You are hereby directed to immediately remove the NPDF Member Vehicle ID Placard from its assigned vehicles when parking or traveling in any of the five boroughs of the City of New York .
Any member wishing to surrender the member vehicle placard will receive a $25 credit toward next years membership dues or application fee to order NPDF “Safe Cop” organizational license plates being offered by the New York and New Jersey Department of Motor Vehicles.

This Young ladie parks almost daily all day in a no parking zone on west 57th street across from CBS and is always seen going into the CBS building. Notice the lic. Plate is not the same as the permit and the epire date is covered by a PBA card. the ticket agents never look to see that the plate is not the same as on the permitand just walk on by.

So, first of all, this car is blocking half of the entrance to a parking lot.
Second of all, it seems to be a new type of bogus or at best quasi-legitimate permit, for "Youth D.A.R.E.S. - 61st Precinct Youth Center."
We don't seem to have a violation item for this situation, per NYC Parking Rules 4-08(f)(2), which defines as a no standing area:
(2) Driveways. In front of a public or private driveway, except that it shall be permissible for the owner, lessor or lessee of the lot accessed by a private driveway to park a passenger vehicle registered to him/her at that address in front of such driveway, provided that such lot does not contain more than two dwelling units and further provided that such parking does not violate any other provision of the Vehicle and Traffic Law or local law or rule concerning the parking, stopping or standing of motor vehicles. The prohibition herein shall not apply to driveways that have been rendered unusable due to the presence of a building or other fixed obstruction and, therefore, are not being used as defined in section 4-01(b) of these rules.

The other side of the street is the same thing. Everyday on Crosby. As I was taking these pictures a postal truck pulled up onto the sidewalk to get out of the way of traffic, because there was nowhere for him to stand as he delivered packages without fully obstructing traffic. He was trying to be considerate, but the Court Officers surely were not.

This is not the first time I am posting this vehicle, which is reported to have over $400.00 in unpaid tickets.
Community board 8 seems to feel enforcement can handle this street, Obviously they don't choose to. There is no lack of enforcement agents, but they do selective enforcement. Even a bogus placards expired for over two years get a pass. So I ask what is the intended purpose of the NO Parking signs other than to provide free reserved street parkingto the politically connected and morally corrupt.

I checked out the NYPD parking lot in Central Park this morning, and was pleasantly surprised to see it emptier than ever. A number of the "regulars" were gone, in partiuclar the guy with the Brooklyn restricted permit who had left his car there in the same spot for weeks
What this means is, despite all the bluster and threats posted to this site, IT WORKS. Keep those photos coming!

Maybe they actually have a right to park there, and just need to get updated permits. If they do get proper permits, I'll leave them alone.

I am bothered by this retired Deputy Commissioner thing, even though he seems to have two valid "citywide" permits that say he can park anywhere. I simply can't believe the City has policy of giving out free passes to park in the middle of Central Park with a market value of ~$20,000 per year to retired agency deputy commissioners, in perpetuity. I'm going to keep an eye on this guy until the City actually admits that this is its policy.

These are impressive-looking blue permits, nicely laminated with a Staples-quality gold embossed seal of the NYCTA. They are especially great to use when your spouse wants to go shopping in SoHo, as seen here today opposite the A/X Armani Exchange on Prince Street. This block is a favorite for shoppers, particularly for SUVs with ambulette permits from various Hasidic charitable organizations in Brooklyn. I recently accosted one shopper displaying a placard obviously created on her home computer, stating: "That is the fakest permit I ever saw!" Her reply? "Works every time!"

I ask community board 8 to act in a recent request to return this street to normal alternate side parking. All the NO PARKING sign is doing is preventing honest law abiding local residents from parking in their own neigborhood and prviding a haven for scofflaws,
All abused restricted parking areas must be returned to the community as normal curbside parking areas.

"Central Perks" Extend to City Contractors

The Parks & Recreation Department has a program I call "Central Perks" in which they give out citywide passes to retired administrators allowing them to park their private vehicles in the middle of New Yorkers' precious parkland (http://nyc.uncivilservants.org/post/index/648). Here, we see that the program extends to employees of non-public entities (in this case, Historic housing Trust, or HHT) that provide services under contract to the City. This person's citywide permit expired 2 months ago.
In fairness to her, the office of the HHT is located in the Arsenal, right next to where the car is parked, the placard holder is still employed as HHT Exec director, she apparently just didn't get around to getting a new permit.
But if an ordinary civilian forgets to feed the meter, they get ticketed in an instant, and there's no way to talk your way out of it. Not so if you work for the city or a city contractor. Then you get a free pass like this one that many abuse to park anywhere in the city they please for free--in the park, blocking the hydrant, in the crosswalks, in the bus stops, on the sidewalk, etc.
DP&R seems to think that there is no cost to giving out these placards, but the fact is each car they allow into the Park degrades it. In fact, if they give out enough of these "citywide" placards, they essentially have turned our parks into a network of free parking lots for bureaucrats. How many of these passes are out there, exactly? Has DP&R considered alternatives to these free passes, such as reimbursing the cost of contractor employees like this parking at a nearby private lot, or creating a permit parking area on 5th Avenue & 64th Street?
DP&R's disregard for the impact of all their permit printing on ordinary New Yorkers is what makes them uncivil servants.
Has This Guy Really Been Parked Here for Almost 4 Months?

Looked at some older pics and found one from November 16, 2006, showing illegal parking by a guy who as of today is illegally parked in the same spot for at least 15 days without moving:

In this November 16 shot, the car appears to be in the same spot it is in now, but the odds & ends used strategically to hide portions of the permit are rearranged. Maybe he came by at Christmas and took the car for a spin around the bridle path, just to make sure the engine doesn't seize up. Then, before abandoning the car for another few months, he re-positioned the calling card and the note to once again obscure the expiration date on his permit. This guy is so clever, he'll never get caught!
